TO PROMOTE THE PHYSICAL AND MORAL WELFARE OF YOUNG PEOPLE IN THE LONDON BOROUGH OF HARROW AND TO EDUCATE THEM SO THAT THEY MAY GROW TO FULL MATURITY AS RESPONSIBLE CITIZENS AND THEIR CONDITIONS OF LIFE MAY BE IMPROVED.
