TO ADVANCE THE EDUCATION OF NON-ENGLISH SPEAKING ADULTS WHO MAINLY LIVE OR WORK IN EARLS COURT OR ELSEWHERE WITHIN THE ROYAL BOROUGH OF KENSINGTON AND CHELSEA BY PROVIDING THEM WITH OPPORTUNITIES AND FACILITIES TO ACQUIRE AND DEVELOP COMMUNICATION SKILLS WITHIN THE CONTEXT OF THEIR NEEDS, AS AUTONOMOUS ADULTS, IN A MULTICULTURAL SOCIETY.
