THE RELIEF OF PHYSICALLY AND MENTALLY HANDICAPPED PERSONS RESIDENT IN THE AREA OF SALTASH AND NEIGHBOURHOOD, IN PARTICULAR BY THE PROVISION OF, OR ASSISTANCE IN THE PROVISION OF FACILITIES FOR RECREATION OR OTHER LEISURE-TIME OCCUPATION IN THE INTERESTS OF SOCIAL WELFARE WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF THE SAID PERSONS.
