TO PROVIDE LONG AND SHORT TERM RESIDENTIAL ACCOMMODATION FOR MENTALLY HANDICAPPED PEOPLE OVER THE AGE OF SIXTEEN WHO LIVE IN THE ADMINISTRATIVE DISTRICTS OF NORTH DEVON AND TORRIDGE AND (SUBJECT TO PRIORITY BEING GIVEN TO THOSE DISTRICTS) THE NEIGHBOURHOOD THEREOF.
