TO PROVIDE, ASSIST AND PROMOTE THE PROVISION OF FACILITIES FOR PHYSICAL RECREATION OR OTHER SPORTING LEISURE-TIME OCCUPATION FOR THE PERSONS WHO HAVE NEED OF SUCH FACILITIES BY REASON OF THEIR INFIRMITY OR DISABLEMENT WITH THE OBJECT OF IMPROVING TH CONDITIONS OF LIFE FOR SUCH PERSONS IN THE INTERESTS OF PHYSICAL, EMOTIONAL AND SOCIAL WELFARE AS FAR AS IS PRACTICABLY AND FINANCIALLY POSSIBLE.
