TO PROVIDE FACILITIES FOR RECREATION FOR BOYS UNDER THE AGE OF TWENTY-ONE YEARS AND OTHER PERSONS WHO BY REASON OF POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES ARE IN NEED OF SUCH PROVISION, SUCH FACILITIES BEING PROVIDED WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE AND IN PARTICULAR BUT WITHOUT PREJUDICE TO THE GENERALITY OF THE FOREGOING TO PROVIDE EQUIP AND MAINTAIN GYMNASIUMS OR BUILDINGS TO BE USED FOR RECREATIONAL OR OTHER LEISURE TIME OCCUPATIONS IN LONDON OR OTHER TOWNS.
