TO ENHANCE THE DEVELOPMENT AND EDUCATION OF CHILDREN UNDER STATUTORY SCHOOL AGE WITHIN THE GEOGRAPHICAL AREA OF RICHMOND AND ITS NEIGHBOURHOOD BY ENCOURAGING PARENTS AND CARERS TO UNDERSTAND AND PROVIDE FOR THE NEED S OF THEIR CHILDREN THROUGH COMMUNITY GROUPS.
