TO PROVIDE OR ASSIST IN THE PROVISION OF OR THE IMPROVEMENT AND UPKEEP OF FACILITIES FOR THE INHABITANTS OF HIGH CROMPTON IN THE COUNTY OF GREATER MANCHESTER WITHOUT DISTINCTION OF POLITICAL, RELIGIOUS OR OTHER FORMS OF RECREATION AND SPORTING AND LEISURE TIME OCCUPATION WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID INHABITANTS.
