I) THE PROVISION FOR THE BENEFIT OF EDUCATION AND TRAINING WITH PARTICULAR EMPHASIS ON EDUCATION AND TRAINING IN LIFE SKILLS FOR THOSE WHO HAVE PARTICULAR NEED OF SUCH SKILLS SO THAT THEIR CONDITIONS OF LIFE MAY BE IMPROVED. II) TO PREVENT THE MISUSE OR ADDICTION TO DRUGS BY EDUCATING THE PUBLIC AND TO PROVIDE FOR THE REHABILITATION OF PERSONS SUFFERING AS A RESULT OF SUCH MISUSE OR ADDICTION.
