TO PROVIDE, OR ASSIST IN THE PROVISION OF, FACILITIES FOR RECREATION, THE ARTS, EDUCATION, CHILDCARE AND OTHER LEISURE TIME ACTIVITIES FOR CHILDREN AND YOUNG PEOPLE, BEING FACILITIES OF WHICH SUCH CHILDREN AND YOUNG PEOPLE HAVE NEED BY REASON OF THEIR AGE, OR SOCIAL ECONOMIC CIRCUMSTANCES AND WHICH WILL IMPROVE CONDITIONS OF LIFE FOR SUCH CHILDREN AND YOUNG PEOPLE BY PROMOTING THEIR EDUCATIONAL, PHYSICAL OR MENTAL WELL BEING.
