TO PROVIDE SOFTWARE AND OTHER SERVICES AND EQUIPMENT RELEVANT THERETO TO UPGRADE THE INFORMATION TECHNOLOGY FACILITIES OF THOSE EDUCATIONAL ESTABLISHMENTS (2) TO MAKE GRANTS TO EDUCATIONAL ESTABLISHMENTS TO IMPROVE THEIR INFORMATION TECHNOLOGY FACILITIES
