FOR THE BENEFIT OF THE PUBLIC IN TOWER HAMLETS, HACKNEY AND NEWHAM AND IN PARTICULAR MEMBER OF THE PUBLIC WHO ARE AFRICAN OR OF AFRICAN DESCENT OR FROM OTHER ETHNIC MINORITIES. THE RELIEF OF POVERTY BY THE PROVISION OF ADVICE AND VOCATIONAL TRAINING FOR THE PURPOSE OF ASSISTING THEM IN OBTAINING EMPLOYMENT.
