FOR THE BENEFIT OF THE PUBLIC, IN THE BOROUGH OF THURROCK, BY PROVIDING OR ASSISTING IN THE PROVISION OF SUCH FACILITIES OR SERVICES NECESSARY TO IMPROVE THEIR CONDITIONS OF LIFE, WHILST NOT RELIEVING ANY STATUTORY OBLIGATIONS INCLUDING, BUT NOT EZXLUSIVELY, (1) ADVANCING THEIR EDUCATION (2) ASSISTING THOSE IN CONDITIONS OF POVERTY, NEED OR DISTRESS (3) PROVIDING FOR THEIR RECREATIONAL OR OTHER LEISURE TIME OCCUPATION.
