OF WHICH SUCH CHILDREN HAVE NEED BY REASON OF THEIR YOUTH, POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES: II. WHICH WILL IMPROVE THE CONDITIONS OF LIFE FOR SUCH CHILDREN BY PROMOTING THEIR PHYSICAL, MENTAL AND SPIRITUAL WELL-BEING.
