TO PROMOTE ANY CHARITABLE PURPOSE FOR THE BENEFIT OF THE INHABITANTS OF BOLTON AS THE TRUSTEES IN THEIR DISCRETION SHALL DETERMINE FROM TIME TO TIME PARTICULARLY BY PROVIDING OR ASSISTING IN THE PROVISION OF SUCH FACILITIES OR SERVICES NECESSARY TO IMPROVE THEIR CONDITIONS OF LIFE. WHILST NOT RELIEVING ANY STATUTORY OBLIGATIONS INCLUDING, BUT NOT EXCLUSIVELY ASSISTING THOSE IN CONDITIONS OF POVERTY, NEED OR DISTRESS.
