TO PROVIDE A COMMUNITY TRANSPORT SERVICE FOR SUCH OF THE INHABITANTS OF THE ALNWICK DISTRICT AND BERWICK BOROUGH AREA WHO ARE IN NEED OF SUCH A SERVICE BECAUSE OF LIMITATIONS IMPOSED UPON THEM BECAUSE OF YOUTH, AGE, SICKNESS OR DISABILITY OR BECAUSE OF A LACK OF AVAILABILITY OF ADEQUATE, SAFE AND ACCESSIBLE PUBLIC PASSENGER SERVICES.
