TO ASSIST OUT OF INCOME, BY WAY OF PENSIONS OR OTHERWISE, AGED OR DISTRESSED PERSONS (MALE OR FEMALE) BELONGING TO THE UPPER OR MIDDLE CLASSES OF SOCIETY AND BEING NATIVES OF THE COUNTIES OF STAFFORDSHIRE OR WORCESTERSHIRE, OR WHO SHALL HAVE FOR TEN YEARS OR UPWARDS, HAVE BONA FIDE RESIDED IN ONE OR OTHER OF BOTH THESE COUNTIES, PROVIDED THAT SUCH PERSONS SHALL HAVE BEEN REDUCED TO POVERTY BY MISFORTUNE, AND NOT BY THEIR OWN IMPROVIDENCE AND NEGLECT
