TO ENHANCE THE DEVELOPMENT OF CHILDREN WITH SPECIAL NEEDS AND TO RELIEVE THE NEEDS OF THEIR PARENTS AND CARERS BY OFFERING APPROPRIATE PLAY AND CARE FACILITIES FOR SUCH CHILDREN IN A SAFE AND SECURE ENVIRONMENT.
