TO ADVANCE THE EDUCATION OF THE INHABITANTS OF THE EXISTING COUNTY BOROUGH OF DEWSBURY WITHOUT DISTINCTION OF SEX OR RACE OR OF POLITICAL, RELIGIOUS OR OTHER OPINIONS AND TO PROVIDE FACILITIES IN THE INTERESTS OF SOCIAL WELFARE FOR RECREATION AND LEISURE TIME OCCUPATION WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF THE SAID INHABITANTS.
