THE PROVISION AND FITTING OUT OF A ROOM OR BUILDING WHERE MANUSCRIPTS OR BOOKS OF NATIONAL ORIGIN, ESPECIALLY THOSE OF LOCAL IMPORTANCE, COULD BE HOUSED AND KEPT AVAILABLE FOR BEING SEEN AND CONSULTED BY MEMBERS OF THE PUBLIC; SUCH ROOM OR BUILDING TO BE FURNISHED AND PLACED AT THE DISPOSAL, WITH ADEQUATE SAFE-GUARDS, OF LOVERS OF LITERATURE AND STUDENTS, IN WHICH THEY COULD READ, WRITE AND STUDY IN WELL-EQUIPPED AND COMFORTABLE SECLUSION.
