(2) THE ADVANCEMENT OF EDUCATION FOR THE PUBLIC BENEFIT BY THE TRAINING OF PEOPLE WITH PHYSICAL OR MENTAL DISABILITIES AND THEIR FAMILY AND CARERS TO BECOME QUALIFIED SURF INSTRUCTORS.
