2) THE ADVANCEMENT OF EDUCATION AND TRAINING
3) THE RELIEF OF UNEMPLOYMENT FOR PUBLIC BENEFIT IN PARTICULAR BY PROVIDING ASSISTANCE TO HELP UNEMPLOYED PEOPLE TO FIND EMPLOYMENT
