B) BY RAISING LITERARY TASTES AND APPRECIATION BY FOSTERING AND ENCOURAGING THE LITERARY DEVELOPMENT OF POETS, AUTHORS AND ARTISTS AND PUBLISHING SUCH NEW LITERATURE AND BOOK ART AS IS BENEFICIAL TO THE LITERARY DEVELOPMENT OF THE COUNTRY BUT WHICH OTHERWISE WOULD HAVE DIFFICULTY IN OBTAINING THE NECESSARY PUBLICITY.
