TO PROMOTE THE PHYSICAL ENHANCEMENT AND BEAUTIFICATION OF THE AVENUES AND PEARSON PARK AREA IN HULL (NOW A CONSERVATION AREA) FOR THE PUBLIC BENEFIT IN PARTICULAR BY THE ERECTION AND MAINTENANCE OF A FOUNTAIN IN VICTORIA AVENUE, AS PART OF THE GROUP OF FOUNTAINS THAT WERE AN ESSENTIAL PART OF THE CHARACTER OF THE ORIGINAL AREA.
