THE RELIEF OF POVERTY OF PEOPLE LIVING IN BLACKBURN AND THE SURROUNDING AREA BY THE PROVISION OF ITEMS AND SERVICES TO INDIVIDUALS IN NEED AND/OR CHARITIES, OR OTHER ORGANISATIONS WORKING TO PREVENT OR RELIEVE POVERTY.
