(A)TO PROVIDE IN THE INTERESTS OF SOCIAL WELFARE, RECREATIONAL FACILITIES FOR THE USE OF PHYSICALLY OR MENTALLY DISABLED PERSONS IN THE BOROUGH OF CREWE AND NANTWICH (THE BOROUGH)(B)TO OTHERWISE PROMOTE THE WELFARE OF PERSONS IN THE BOROUGH WHO ARE SUBSTANTIALLY AND PERMANENTLY HANDICAPPED BY ILLNESS, INJURY OR CONGENITAL DEFORMITY BY THE PROVISION OF SPORTING AND LIKE THERAPEUTIC FACILITIES CALCULATE TO RELIEVE THEM FROM THEIR DISABILITIES.
