B) PROMOTING THE EDUCATION (INCLUDING SOCIAL AND PHYSICAL TRAINING OF PERSONS UNDER THE AGE OF 25 YEARS WHOSE PARENTS ARE RESIDENT IN THE COUNTY OF LEICESTERSHIRE, AND WHO ARE IN NEED OF FINANCIAL ASSISTANCE.
