TO PROVIDE OR ASSIST IN THE PROMOTION OF FACILITIES IN THE INTEREST OF SOCIAL WELFARE FOR RECREATION OR OTHER LEISURE-TIME OCCUPATION FOR THE BENEFIT OF THE INHABITANTS OF THE LOCAL GOVERNMENT DISTRICT OF CANTERBURY AND IN PARTICULAR THE CARRYING ON OF ALL FORMS OF SPORT WITH THE OBJECT OF IMPROVING THE CONDITIONS OF THE LIFE OF THE SAID INHABITANTS.
