2) THE PROVISION OF ASSISTANCE TO PEOPLE WHO ARE AGED, INFIRM OR DISABLED LIVING IN GATESHEAD IN PARTICULAR (BUT NOT EXCLUDING THE SURROUNDING AREA), INCLUDING THE SUPPORT OF FAMILIES OF SUCH PERSONS.
