FOR THE PURPOSES OF THIS CLAUSE 'SOCIALLY EXCLUDED' MEANS THOSE BETWEEN THE AGES OF 16 TO 30 YEARS OF AGE, WHO ARE EXCLUDED FROM SOCIETY OR PARTS OF SOCIETY, AS A RESULT OF ONE OR MORE OF THE FOLLOWING FACTORS, UNEMPLOYMENT, FINANCIAL HARDSHIP, RACE, GENDER, POOR EDUCATIONAL OR SKILLS ATTAINMENT, DISABILITY, ETHNIC ORIGIN OR WHO ARE WITHIN OR HAVE EXPERIENCED THE PUBLIC CARE OR PENAL SYSTEM.
