PROVISION AND MAINTENANCE OF ALMSHOUSES.THE RESIDENTS SHALL PERSONS IN NEED WHO (EXCEPT IN SPECIAL CASES APPROVED BY THE TRUSTEES) ARE INHABITANTS OR FORMER INHABITANTS OF THE AREA OF BENEFIT WITH A PREFERENCE FOR SUCH PERSONS WHO HAVE RESIDED FOR NOT LESS THAN 10 YEARS IN THE BOROUGH OF GRAVESHAM.
