TO PROVIDE FACILITIES FOR RECREATION AND OTHER LEISURE TIME ACTIVITIES IN THE INTERESTS OF SOCIAL WELFARE FOR THE SAID PERSONS RESIDENT OR EMPLOYED IN THE AREA OF BENEFIT.
