TO PROMOTE GOOD CITIZENSHIP FOR THE PUBLIC BENEFIT BY PROVIDING AND MAINTAINING A PUBLIC MONUMENT ON PLYMOUTH HOE TO RECOGNISE THE CONTRIBUTION TO THE COUNTRY MADE BY THE MERCHANT NAVY DURING TIMES OF PEACE AND WAR AND TO COMMEMORATE AND REMEMBER MEMBERS OF THE MERCHANT NAVY AND OTHER CIVILIAN SEAFARERS WHO LOST THEIR LIVES IN THE SERVICE OF THEIR COUNTRY DURING THE FIRST WORLD WAR AND SUBSEQUENT CONFLICTS.
