TO MAKE INTEREST FREE LOANS TO RESIDENTS OF THE COLCHESTER AREA UNDER THE AGE OF 35, TO ASSIST THEM IN IMPROVING THEIR STANDARD OF LIFE, PREFERENCE BEING GIVEN TO RESIDENT FREEMAN OF COLCHESTER AND THEIR FAMILIES.
