PROVIDING FUEL FOR PERSONS RESIDENT IN THE AREA OF THE ANCIENT LIBERTY OF EYE AND DUNSDEN WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS. INCOME NOT SO REQUIRED SHALL BE APPLIED IN RELIEVING EITHER GENERALLY OR INDIVIDUALLY PERSONS RESIDENT IN THE SAID AREA WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS.
