TO GRANT RELIEF BY ASSISTANCE TO, OR FOR THE MAINTENANCE AND BENEFIT OF, DESERVING AND NECESSITOUS PERSONS WHO HAVE BEEN ENGAGED IN THE BUSINESS OF SHIP BROKERS OR SHIP OWNERS, ALL OF WHOM ARE COMPRISED IN THE EXPRESSION "SHIP BROKERS" WHEN USED IN THESE RULES, OR TO OR FOR THE MAINTENANCE AND BENEFIT OF THE WIDOWS, OR DEPENDENTS OF SUCH PERSONS.
