(II) TO AFFORD TO THE PUBLIC, FACILITIES FOR THE STUDY, IMPROVEMENT AND PERFECTION OF POPPET VALVE GEAR AND, IN PARTICULAR, THE CAPROTTI VALVE GEAR OF STEAM LOCOMOTIVES.
