TO PROVIDE AND MAINTAIN A VILLAGE HALL AND A PUBLIC RECREATION GROUND FO THE USE OF THE INHABITANTS OF WOBURN AND THE NEIGHBOURHOOD THEREOF. WITHOUT DISTINCTION OF POLITICAL OR RELIGIOUS OR OTHER OPINION. WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF THE SAID INHABITANTS.
