TO ADVANCE EDUCATION AND TO PROVIDE FACILITIES FOR RECREATION AND LEISURE TIME OCCUPATION FOR THE INHABITANTS OF THE CITY OF NORWICH WITH PARTICULAR REGARD TO THOSE PERSONS WHO ARE UNEMPLOYED IN THE INTERSTS OF SOCIAL WELFARE WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF THE SAID INHABITANTS.
