THE PURPOSE OF AIDING IN SUCH WAY AS THE NORFOLK COUNTY COUNCIL EDUCATION COMMITTEE SHALL CONSIDER DESIRABLE, THE EDUCATION OF THE CHILDREN OF THE PEOPLE RESIDENT IN THE BENEFICIAL AREA ALSO THE PROVISION OF CLOTHING AND EQUIPMENT FOR SUCH CHILDREN OR THE GRANT OF SCHOLARSHIPS OR THE FINANCE OF OPPORTUNITIES FOR UNIVERSITY EDUCATION.
