THE PROVISION OF FACILITIES FOR THE RECREATION AND OTHER LEISURE TIME OCCUPATION OF THE PUBLIC, WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE, PARTICULARLY BY THE PROVISION OF FACILITIES FOR BOWLING IN FOREST HALL AND SURROUNDING AREAS.
