(3) TO IMPROVE AND DEVELOP UPMINSTER WINDMILL AS AN EDUCATIONAL FACILITY AND VISITOR CENTRE INCLUDING THE PROVISION OF BETTER ACCESS FOR ALL PEOPLE AND TO DEVELOP THEIR AWARENESS OF UPMINSTER WINDMILL AS A HERITAGE SITE WITHIN THE LONDON BOROUGH OF HAVERING.
