THE PROVISION OF PROPERTY FOR THE PURPOSES OF A VIALLAGE HALL FOR THE USE OF THE INHABITANTS OF THE AREA KNOWN AS HEPTHORNE LANE IN THE PARISH OF NORTH WINGFIELD IN THE COUNTY OF DERBYSHIRE WITHOUT DISTINCTION OF POLITICAL, RELIGIOUS OR OTHER OPINIONS, INCLUDING USE FOR MEETINGS, LECTURES AND CLASSES AND FOR OTHER FORMS OF RECREATION OR LEISURE TIME OCCUPATION WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE SAID INHABITANTS.
