TO ENCOURAGE SKILL IN RIFLE SHOOTING BY PROVIDING INSTRUCTION AND PRACTICE IN THE USE OF SMALL BORE WEAPONS TO ANY PERSONS WHO MAY THEREBY BECOME MORE FITTED TO ACT IN DEFENCE OF THE REALM IN TIME OF PERIL.
