TO DO ANYTHING NECESSARY FOR THE WELFARE OF VISUALLY IMPAIRED PEOPLE INCLUDING THE PROVISION, SUPPORT AND ENCOURAGEMENT OF PASTIME OCCUPATIONAL CENTRES, SHOPS, CLUBS AND ANY OTHER BUILDINGS INCIDENTAL TO THE CARRYING OUT OF THE PURPOSES OF THIS CLAUSE WITHIN THE BOROUGH OF TAMESIDE.
