FOR THE PURPOSES OF THIS CLAUSE FAMILIES ARE DEFINED AS A SOCIAL UNIT OF ONE OR MORE ADULTS TOGETHER WITH BABIES WHETHER BORN OR UNBORN AND OTHER YOUNG CHILDREN FOR WHOM THEY HAVE CARING RESPONSIBILITIES.
