TO RELIEVE THE DISABILITY OF PERSONS WITH PHYSICAL AND SENSORY IMPAIRMENTS AND MORE PARTICULARLY IN THIS REGARD BUT WITHOUT PREJUDICE TO THE GENERALITY OF THE FOREGOING TO PROMOTE THE INDEPENDENCE OF SUCH PERSONS AND THEIR FULL PARTICIPATION IN THE COMMUNITY.
