ASSISTING PUPILS TO ATTEND SCHOOLS INSTITUTIONS OR CLASSES FOR PURPOSES OF EDUCATION OTHER THAN ELEMENTARY BY PROVIDING THEM WITH MAINTENANCE ALLOWANCES; OTHERWISE PROMOTING THE EDUCATION INCLUDING SOCIAL AND PHYSICAL TRAINING OF BOYS AND GIRLS OF THE POORER CLASSES.
