THE RELIEF OF HANDICAPPED AND DISABLED PERSONS IN THE DISTRICT OF WIGAN BY (A) PROMOTING AND IMPROVING ACCESS FACILITIES OUTSIDE THE HOME AND WITHIN THE BENEFICIAL AREA.(B) PROMOTING AND IMPROVING AWARENESS OF THE NEEDS OF SUCH PERSONS OUTSIDE THEIR HOMES AND WITHIN THE SAID BENEFICIAL AREA.
