TO ADVANCE THE EDUCATION OF THE STUDENTS AT THE MID HERTS CENTRE FOR MUSIC AND ARTS BY ASSISTING IN THE PROVISION OF FACILITIES NOT REQUIRED TO BE PROVIDED BY THE HERTFORDSHIRE MUSIC SERVICE FOR EDUCATION AT THE MUSIC CENTRE.
